Four cases alleging sexual misconduct were filed Monday against a man being held in the Jefferson City Correctional Center.

Across all four cases, Michael Ramsay, 32, faces seven counts of first-degree sexual misconduct charges, four second-degree harassment charges, and two first-degree harassment charges. The first-degree harassment charges are felonies; the other charges are misdemeanors.

Ramsay is serving a 25-year sentence out of the city of St. Louis for charges including rape, sodomy and sexual abuse. His sentence began in 2016, according to court records.

The four new cases were filed in the Cole County Circuit Court in connection to alleged incidents in May and June. Probable cause statements allege Ramsay openly masturbated in front of officers working at Jefferson City Correctional Center and did not stop when directed.

A case filed in May also alleged that Ramsay masturbated in front of corrections officers in July 2024, according to court documents. A probable cause statement filed for that case alleged that Ramsay has had more than 100 conduct violations related to sexual abuse or sexual misconduct since his incarceration in 2016.
