Joshua David Minogue Sr., 36, of Imperial allegedly was found with methamphetamine and a glass smoking pipe with residue in his pocket following a traffic stop in House Springs. A Jefferson County Sheriff’s Office deputy had stopped Minogue because he was driving a motorcycle with a revoked license, according to court documents.
Minogue has been charged with possession of a controlled substance, a class D felony punishable by up so seven years in prison; possession of drug paraphernalia, a class D misdemeanor that carries a fine of up to $500; and second or third offense of driving with a revoked license, a class A misdemeanor punishable by up to one year in jail and a fine of up to $2,000, court records show.
Minogue was arrested on Sept. 8, and as of Sept. 11, he was being held on a $5,000 bond at the Jefferson County Jail in Hillsboro, court documents said.
According to the case’s probable-cause statement, a deputy on April 5 stopped a motorcycle that Minogue was riding on Hwy. MM near Heads Creek Road. It was at least the third time in five years that Minogue had been stopped for operating a vehicle without a license, according to the report.
Minogue allegedly told the deputy that he had meth in his pocket. The deputy found a crystal-like substance in Minogue’s pocket and a glass pipe with residue in a backpack, the report said.
Minogue allegedly said he used the pipe to smoke “everything,” according to the report.
The crystal-like substance tested positive for meth, and the residue on the pipe also tested positive for meth, a Missouri State Highway Patrol Crime Lab report said.
