Frank Richard Forshee, 65, who lives north of Hillsboro, has been accused of shooting a woman. He allegedly shot the woman because her dog would not stop barking, court documents show.
Forshee has been charged with felony first-degree domestic assault, armed criminal action and unlawful possession of a firearm. He was booked into the Jefferson County Jail on May 7, and as of Monday, he was being held there without bond, according to court documents.
A probable-cause statement filed by the Jefferson County Sheriff’s Office said on May 3 that Forshee shot the woman in her abdomen at a home in the 6900 block of Klondike Road north of Hillsboro. The woman and another man were able to get out of the home after the alleged shooting, and she was treated at an area hospital.
The man, who left the home with the woman, told investigators that Forshee had been acting erratically in the days leading up to the shooting. He said Forshee had threatened the woman on May 2 with a gun, which he fired once at the floor during that encounter, the report said.
On the day of the alleged shooting, Forshee became upset when the woman’s dog would not stop barking in the home’s living room. He allegedly first threatened the woman with a pocketknife before going to his bedroom, where he got a gun, returned to the living room and fired at the woman who was holding the dog, according to the report.
The report only says the woman was struck by the bullet.
Forshee left the home after the alleged shooting and hid in a wooded area. He was seen on a neighbor’s property holding a gun, and he allegedly shot a gun at the neighbor’s dog, the report said.
Forshee had contacted a family member and said he would not go back to prison and threatened to harm himself. Detectives were able to contact Forshee, who told them he would “make the news” and that law enforcement should come find him, according to the report.
The detectives were able to convince Forshee to surrender on May 4, and he was transported to an area hospital, where he underwent a procedure that was unrelated to the shooting incident and arrest, the report said.
Forshee has been convicted on at least two prior felony charges, according to court records.
He was found guilty of second-degree assault in July 1998 and of felony possession of a controlled substance in May 2010 in Jefferson County, court documents said.
