William Earl “Bill” Carter, 79, of Herculaneum died Aug. 25, 2024, at his home. Mr. Carter was known for his vibrant soul, outgoing personality and exceptional athleticism during his high school years. He loved being a father, grandfather and great-grandfather. He enjoyed spending time at the lake, dancing and sharing jokes and laughter with friends and family. Born Oct. 30, 1944, in Memphis, Tenn., he was the son of the late Velma (Love) Stockglausner and Earl Carter.

He was preceded in death by his longtime partner: Judith Vuylsteke.

He is survived by five children: Laura Carter (Sam) O’Brien, Paula Temple (Greg) Eckert, Gregory Carter Sr., April Carter (Joel) Sanders and Stacey Vuylsteke (Mark) O’Toole; 17 grandchildren: Amber Robbins, Cody Robbins, Bobby Grofe, Scotty Lewis, Jessica Laws, Joshua Lewis, Gregory Carter Jr., Courtney Carter, Jeremy Carter, Rilah Carter, Audrey Francis, Justin Sanders, Isabella Sanders, Kayla Kasten, Kelsie O’Toole, Keirstin O’Toole and Ava O’Toole; 22 great-grandchildren; and many other family members and friends, including fellow members of the Teamsters Local 600 and Amvets Post 42.

He also was preceded in death by a sister: Barbara Carter; a brother: Raymond Carter; and a great-granddaughter: Susanna Francis.

Visitation is scheduled from 4-8 p.m. Tuesday, Sept. 3, at Kutis South County Chapel, 5255 Lemay Ferry Road, in south St. Louis County. A funeral service is scheduled for 11 a.m. Wednesday, Sept. 4, at the chapel. A celebration of life will follow services at 12:30 p.m. at Amvets Post 42, 655 Joachim Ave., in Herculaneum. Arrangements are under the direction of Kutis South County Chapel.
