Rules for pets and feral animals could see significant changes if Columbia City Council approves an amendment at its regular meeting Monday.
The meeting is set for 7 p.m. at the Daniel Boone City Building, 701 E. Broadway. Other votes include whether to allow 24/7 alcohol sales during the FIFA World Cup and a ban on electronic gaming machines.
Changes would also classify animal neglect as abuse and introduce a $50 fee to own more than four animals in city limits. The fee would trigger for every additional animal after the fourth.
Also, the ordinance would simplify permit requirements for feral cat colony caretakers and create a new Dangerous or Aggressive Animal Advisory Board, according to a council memo.
Local businesses are anticipating the city's decision on 24-hour alcohol sales during the FIFA World Cup from June 11 to July 19. The City Council intends to opt out of House Bill 1041, citing public safety concerns, but exemptions can be applied for an a case-by-case basis through Columbia's permitting process.
Additionally, the council could decide whether more than a dozen local businesses will have to remove their “gray machines,” or devices used for lottery games. Violations would be punishable by a fine of up to $1,000, imprisonment for 30 days or less, or both.
A note on the agenda said Mayor Barbara Buffaloe plans to push this vote to a later date.
In its precouncil meeting at 5 p.m., the council will discuss affordable housing and a risk management report in open session. In a closed session, the council will review legal actions.

The City Council will vote on funding for a new $1.3 million passenger boarding bridge at the Columbia Regional Airport.
The City Council will be presented the Fiscal Year 2025 Financial Audit.
