A St. Louis man arrested in Arnold after an hourslong standoff at an Arnold apartment complex last year was recently booked at the Jefferson County Jail in Hillsboro. He is scheduled to appear in Jefferson County court on Monday, July 27, according to court records.
William Payne Kehr Jr., 35, was arrested on Nov. 4, 2025, following an hourslong standoff at an apartment in the 100 block of Crosswinds Drive in Arnold. The standoff started at about 8 p.m. Nov. 3 when Arnold Police detectives saw Kehr get out of a 2015 Dodge Ram pickup that had been reported stolen on Nov. 1 in St. Louis.
Kehr allegedly entered the apartment and refused to come out. He gave himself up five hours after SWAT officers arrived at the complex, Arnold Police reported.
The Jefferson County Prosecuting Attorney’s Office has charged Kehr with three counts of second-degree burglary and one count of first-degree tampering with a motor vehicle, according to court documents.
Kehr is currently serving a five-year prison sentence at the Farmington Correctional Center after being convicted on charges for second-degree burglary, first-degree burglary, possession of a controlled substance, four counts of first-degree property damage, resisting arrest, three counts of felony stealing, one count of misdemeanor stealing, five counts of stealing a vehicle or watercraft and first-degree tampering with a motor vehicle, Missouri Department of Corrections show.
According to a probable-cause statement filed by Arnold Police, Kehr on Oct. 21, 2025, allegedly entered an unlocked 2022 Ford F-250 and stole two tool bags filled with tools. The bags and tools were valued at about $2,600.
Kehr allegedly loaded the stolen items into a 2016 Chevrolet Cruze, drove to an apartment on Crosswinds Drive and carried the items into the apartment that he later barricade himself in, the report said.
According to another probable-cause statement filed by Arnold Police, Kehr on Nov. 1, 2025, was allegedly seen in surveillance video driving the stolen Ram. He also was seen stealing tools and electronics from a 2017 Ford F-250 and prescription medication and tools from a 2023 GMC Sierra.
When investigators searched the apartment that Kehr was arrested at, they allegedly found a laptop, iPad and prescription medication that were stolen from the pickups. The estimated value of the items was a combined $3,059, the report said.
After Kehr was arrested, investigators found a notebook inside the apartment with a list of items that Kehr allegedly stole, according to a probable-cause statement filed by Arnold Police.
