Man accused of DWI following accident near Cedar Hill

The Jefferson County Prosecuting Attorney’s Office has charged a Sullivan man of driving while intoxicated when he allegedly caused an accident that injured a woman. The man allegedly had oxycodone in his system at the time of the crash, according to court records.

Randy Gray Stephens, 22, has been charged with DWI causing a serious injury, a class D felony punishable by up to seven years in prison; and failing to stop for a red light, a class C misdemeanor that carries a penalty of up to 15 days in jail and a fine of up to $700, court records show.

He was arrested Nov. 17, and as of today, Nov. 19, he was being held on a $5,000 bond at the Jefferson County Jail in Hillsboro, court documents said.

Stephens was driving a 2019 Jeep Renegade east on Hwy. 30 at about 7:45 p.m. July 17 when he allegedly failed to stop for a read light at the intersection of Hwy. 30 and Hwy. B south of Cedar Hill. He hit a 2013 Chevrolet Malibu that was turning onto southbound Hwy. B from westbound Hwy. 30, according to the case’s probable-cause statement.

The woman was in the front passenger’s seat of the car when it was struck by the SUV. The woman’s right shoulder was injured and required surgery, the report said.

Stephens allegedly showed signs of intoxication, and he allegedly told a Missouri State Highway Patrol trooper that he had smoked marijuana and taken oxycodone before the accident. Stephens also allegedly failed field sobriety tests before being arrested, according to the report.

Stephens provided a blood sample, and the Highway Patrol reported there was oxycodone, oxymorphone and alprazolam in Stephens’ blood sample.
