A man arrested by an Arnold Police officer near an elementary school was allegedly found with a substance that tested positive as fentanyl. The officer arrested the man on an active warrant after seeing him walking near Rockport Elementary School, 3871 Jeffco Blvd., according to court documents.
Zoilend Dela Cruz Wolfgeher, 38, of St. Louis on May 27 was charged with felony possession of a controlled substance and a misdemeanor count of unlawful possession of drug paraphernalia. He was arrested on June 2, and as of June 4, he was being held on a $4,000 bond at the Jefferson County Jail in Hillsboro, court and jail records said.
An Arnold Police officer arrested Wolfgeher at about 9:20 p.m. Nov. 13, 2025, after stopping him near the elementary school. Wolfgeher was wanted in St. Clair County in Illinois on an active warrant for drug charges, according to the case’s probable-cause statement.
When the officer searched Wolfgeher, he allegedly found five capsules and a glass pipe in Wolfgeher’s pockets. The Missouri State Highway Patrol tested the capsules, and on Feb. 25, the lab reported the capsules contained fentanyl, the report said.
Wolfgeher had previously been charged with possession of a controlled substance and drug paraphernalia in Jefferson County. The Jefferson County Prosecuting Attorney’s Office on Jan. 23 charged him with the felony and misdemeanor count following an arrest last year by the Jefferson County Sheriff’s Office, court documents show.
According to a probable-cause statement filed by the Sheriff’s Office, Wolfgeher had been arrested on July 19, 2025, after deputies were contacted about an alleged assault. Wolfgeher was arrested on active warrants, and a deputy allegedly found 18 unbroken capsules, seven broken capsules, two empty syringes, a spoon with burned residue and a smoking device with residue in a plastic bag that Wolfgeher was carrying.
