Crystal City Mayor Tom Schilly presented outgoing Ward 1 Councilwoman Whitney Lemons with a plaque on April 23, thanking her for serving on the council for the past two years. Lemons chose not to run in the April 3 election to maintain the council she held from April 2016 until the meeting.
