The city of Hillsboro has a new mayor and about 20 government entities in Jefferson County are rejoicing after winning tax measures in Tuesday (April 4) balloting.
Voters unseated incumbent Mayor James Lee Gowan in favor of challenger Dennis K. Bradley, who had also filed for a seat on the Hillsboro R-3 Board of Education, but lost that race.
In the mayor’s race, Bradley got 151 votes to Gowan’s 128 votes.
Gowan, 78, a nine-year member of the city’s Board of Alderpersons, first was named interim mayor after longtime Mayor Frank Roland died in March 2015, then won election to the final year of Roland’s 11th two-year term last April in an unopposed race. He is a substitute instructor for Jefferson College.
Bradley, 64, is a retired editor, writer and printer from the Chrysler Corp and also formerly worked for the Hillsboro R-3 and Fox C-6 school districts.
Meanwhile, four other mayors, Bill Haggard in Herculaneum, Ron Counts in Arnold, Stephanie Haas in Pevely and Susan Gibson in Byrnes Mill held off challenges and retained their seats.
Werner Stichling, longtime De Soto councilman and mayor, was unseated, with incumbent Rick Lane and Clayton Henry winning seats on the De Soto City Council.
Other incumbents who did not win re-election included Nelson O. Weber and Gary Barrett, both for Northwest R-1 school board, Drew Null for Jefferson R-7 school board, Dala Beekman for Crystal City school board, Vernon Sullivan for the Fox C-6 school board, Dion Moore for Grandview school board, Tim Montgomery for Festus City Council and Russ Shackelford for Pevely Board of Aldermen.
Jefferson County Library, Byrnes Mill, Saline Valley Fire, Rock Community Fire
The Jefferson County Library District and the Saline Valley and Rock Community fire protection districts won approval for tax measures, while voters in the city of Byrnes Mill failed to pass three tax measures.
Municipal measures passed in the cities of Kimmswick and Festus.
Proposition V
Ten emergency-response agencies, as well as the town of Scotsdale, won approval of Proposition V, measures that will allow the entities to continue collecting sales tax on out-of-state purchases, and purchases from individuals of vehicles, boats, motors and trailers. Jefferson County government and its municipalities had already gained approval of similar measures in 2016. Those votes were by large margins, and Tuesday’s were too, with Prop V winning 3-to-1 in some districts.
Emergency agencies that won approval included Jefferson County 911, Antonia Fire Protection District, Rock Community Fire Protection District, High Ridge Fire Protection District, Hillsboro Fire Protection District, Joachim-Plattin Ambulance District, North Jefferson Ambulance District, Rock Township Ambulance District, Big River Ambulance District and Valle Ambulance District.
School measures
Jefferson County school districts Festus R-6, Windsor C-1 and Hillsboro R-3 all easily passed tax measures on Tuesday.
