Tammy Celeste Harper, 61, of Herculaneum died Dec. 28, 2021, at Mercy Hospital South in St. Louis County. Mrs. Harper owned Personal Home Mortgage Services and was a member of Oak Bridge Community Church in Arnold. She enjoyed shopping, cooking, canning and spending time with family. Born April 2, 1960, in Crystal City, she was the daughter of Bessie (Boyer) Trojan of De Soto and the late Norville Dollar. She was preceded in death by her husband: Randall Lee Harper, who died Dec. 11.
In addition to her mother, she is survived by nine children: Colby (Erin) Dollar of Hillsboro, Jennifer (Travis) Balke of O’Fallon, Brandi (Jimmy) Foreman of Houston, Texas, Jeremiah Rulo of Herculaneum, Robert Rulo of Herculaneum, Randall (Natalie Reed) Rulo of Arnold, Zachary (fiancé Miranda Walker) Harper of Imperial, Riley Rulo of Herculaneum and Ryder Rulo of Herculaneum; a brother: Ricky (Debra) Dollar of Festus; four sisters: Penny Ipock of De Soto, Sherry (Bobby) Brewer of Festus, Kim (Tim) Donnelly of Festus and Debbie (Gar) DeRousse of Festus; 13 grandchildren; and many other family members and friends. She was preceded in death by her former husband: Timothy Rulo; and a brother-in-law: Lloyd Ipock.
Visitation is scheduled from 11 a.m. until a funeral service at 2 p.m. Wednesday, Jan. 5, at Mahn Twin City Chapel, 515 Collins Dr., in Festus, officiated by Pastor Tom Nobblite and Pastor Matt Culberston. Burial is in Rose Lawn Memorial Gardens in Crystal City. Memorials may be made to a fund established for Riley and Ryder Rulo. Arrangements are under the direction of Mahn Twin City Chapel.
