Patsy Gail Carter, 69, of Festus died Dec. 10, 2025, at Mercy Hospital Jefferson in Crystal City. Mrs. Carter was a retired customer service agent for Chrysler Financial. She enjoyed fishing, scratching off lottery tickets and having fun with her grandchildren. Born Feb. 20, 1956, in Greenwood Springs, Miss., she was the daughter of the late Helen Sue (Cavendar) Jones Foote and Garvis Jones.
She was preceded in death by her husband: Franklin E. Carter Jr.
She is survived by two sons: Franklin E. (Jessica) Carter III of Herculaneum and Jason D. (Amy) Carter of De Soto; a brother: David (Donna) Jones of Smithville, Miss.; two sisters: Janice (Mike) Hughey of Smithville and Myra (Bill) Smith of Hatley, Miss.; a stepfather: James "Ed" Foote of Smithville; seven grandchildren: Lesalie (Jordan) Acre, Franklin E. Carter IV, Ryan (Celine) Carter, Rose (Logan) Day, Phoebe (Josh) Toohey, Heidi (Gage) Skyles and Chloe (Austin) Huson; and eight great-grandchildren: Malakai, Alexander, Salem, Avery, Milo, Makenna, Presley and Nellie.
Visitation is scheduled from 11 a.m. until services at 1 p.m. Wednesday, Dec. 17, at Vinyard Funeral Home, 616 W. Main St., in Festus. Burial will be in Rose Lawn Memorial Gardens in Crystal City. Memorials may be made to the Ozark Food Pantry. Arrangements are under the direction of Vinyard Funeral Home.
