Kevin E. Strubinger, 48, of unincorporated Fenton, a persistent offender, has been sentenced to 15 years in prison following numerous drug charges and probation violations, according to court documents.
Strubinger, formerly of Hillsboro, pleaded guilty to one count of possession of meth and one count of possession of heroin, both felonies, and one count for misdemeanor possession of drug paraphernalia stemming from a November 2017 incident, and on Aug. 30, Jefferson County Div. 4 Circuit Judge Mark T. Stoll sentenced him to 15 years in prison for each felony charge and one year in Jefferson County Jail for the misdemeanor. The three sentences will be served concurrently, or at the same time, according to court papers.
On Nov. 28, 2017, a deputy found Strubinger inside a vehicle in the 3900 block of Old State Route 21 in unincorporated Fenton, and the deputy found a cigarette pack in the driver’s side door that contained a clear plastic bag with a rock-like substance inside, as well as a folded piece of foil that contained a brown powder, the probable-cause statement said.
A glass smoking pipe also was found in the cigarette pack. Strubinger blurted out the items were his and a passenger in the vehicle said Strubinger was the driver, the report said.
Jefferson County assistant prosecuting attorney Steven W. Jerrell handled the case.
Also on Aug. 30, Stoll executed eight 15-year prison terms Strubinger previously was sentenced to, and those terms also are to be served concurrent with the others, the report said.
In one of those other cases Strubinger, acting with others, burglarized a home in the 2800 block of Spring Forest Road in Imperial between July 4, 2015, and July 5, 2015, and stole six guns valued at $3,520, the probable-cause statement said.
Strubinger pleaded guilty to second-degree burglary, a felony, and in June 2017, he was sentenced to 15 years in prison, but the sentence was suspended, and he was placed on five years’ probation.
He already had several previous convictions.
In August 2014, Strubinger was found in Jefferson County with heroin, and in March 2015 and again in May 2015 Strubinger was found in Jefferson County with meth, court documents indicate.
Then, in June 2015, a Ford F150 pickup was stolen from a home on Mocking Bird Hill in House Springs, and later Strubinger was spotted in the pickup at the Gas N Stuff station in unincorporated Fenton stealing gas, the probable-cause statement said.
In July 2015, Strubinger, acting with others, burglarized a home in the 5600 block of Bear Creek Road in House Springs and stole a Chevrolet Silverado pickup and a Polaris ATV, together valued at about $20,000, the report said.
Strubinger told detectives that he and four others burglarized the home and that he drove off with the ATV, but it stopped running near Carol Park Road, so he abandoned it there and one of the other suspects, who was driving the stolen pickup, picked him up, according to the report.
Strubinger pleaded guilty to three counts of felony possession of a controlled substance, two counts of felony second-degree burglary, two counts of felony stealing a motor vehicle and one count of first-degree tampering with a motor vehicle for the incidents in 2014 and 2015. Then, in April 2016, Strubinger was sentenced to eight concurrent 15-year prison terms. However, he was released early, in March 2017, after completing a treatment program, and placed on five years’ probation, court papers show.
All those 15-year terms are to be served concurrent with a seven-year term Strubinger previously was sentenced to for felony first-degree tampering with a motor vehicle tied to a May 2015 incident in Ste. Genevieve County, as well as with two five-year terms, to be served consecutively for a total of 10 years, Strubinger previously was sentenced for possession of a controlled substance and receiving stolen property stemming from a September 2015 incident in Ste. Genevieve County, according to court papers.
Strubinger also previously was convicted of two counts of felony first-degree tampering connected to a September 2001 incident in Wayne County and a June 2002 incident in St. Francois County, as well as of one count of felony unlawful use of drug paraphernalia stemming from a February 2010 incident in Cape Girardeau.
