Hillsboro-area man accused of fraudulently using company’s credit card

David Russell Conner, 36, who lives south of Hillsboro, has been charged for allegedly using a construction company’s credit card without permission to purchase items at the Home Depot store, 1131 W. Gannon Drive, in Festus, according to court documents.

Conner was charged on May 27 with two counts of fraudulent use of a credit device, a class E felony punishable by up to four years in prison, court records show.

As of Tuesday, he was still being held on a $25,000 cash-only bond at the Jefferson County Jail in Hillsboro, court documents said.

Conner allegedly used a Home Depot credit card issued to Constructors 911 at least 31 times between Nov. 13, 2024, and Jan. 12 and charged $6,810.59 on the company’s credit card, the probable-cause statement in the case said.

A project coordinator for the company reported the fraudulent charges to the police on Feb. 3, and a Festus Police detective identified Conner as a person of interest after reviewing surveillance video from the store. The detective arrested and interviewed Conner on March 6, and Conner allegedly said he had the company’s credit “forever” and had permission to use the card, the report said.

Conner also told the detective that he no longer had the card because he gave it to another Constructors 911 employee, according to the report.

The project coordinator told the detective it was “absolutely false” that Conner had permission to use the company card, adding that Conner had not worked for the company since the fraudulent charges were reported and Conner was no longer considered a company employee, the report said.
