At 5:24 p.m., Alyssa M. Block, 22, of Hillsboro was driving a 2004 Chevrolet Cavalier south on the highway and tried to slow for a 1991 Kawasaki 220 stopped in the road, but the front of the car struck the rear of the ATV.
