Michael Freeman Collins Jr., 35, of Imperial was allegedly found with a smoking pipe and a substance that tested positive for methamphetamine following a traffic stop in Arnold. He was a passenger in a pickup that an Arnold Police officer stopped for not being properly registered, according to court documents.
Collins has been charged with possession of a controlled substance, a class D felony punishable by up to seven years in prison. He was arrested on Sept. 25, and as of Sept. 26, he was being held on a $4,000 bond at the Jefferson County Jail in Hillsboro, court records show.
According to the case’s probable-cause statement, an Arnold Police officer stopped a 2006 Dodge Durango at about 11:20 a.m. Oct. 19 for failing to register a motor vehicle. When Collins got out of the pickup, he had numerous knives around his belt and pockets.
Collins also had a knife and a soft eyeglass case in the pocket of a hooded sweatshirt. The officer allegedly found a pipe with residue in the eyeglass case, the report said.
The officer also allegedly found a bag with a white rock-like substance under the seat that Collins had been sitting on. He told the officer the pipe and bag belonged to him, according to the report.
The Missouri State Highway Patrol on April 9 reported the residue on the pipe and substance in the bag tested positive for meth, the report said.
