Ivan Salinas-Santiago, 27, of Festus has been accused of drug possession, fleeing from a police officer and driving while intoxicated after being arrested in Crystal City. Salinas-Santiago had been convicted at least twice for DWI prior to the arrest, according to court documents.
The Jefferson County Prosecuting Attorney’s Office on May 16 charged Salinas-Santiago with possession of a controlled substance, a class D felony; resisting arrest, a class E felony; and persistent DWI, a class E felony. He was arrested on June 20, and as of June 27, he was being held on a $10,000 bond at the Jefferson County Jail in Hillsboro, court records said.
A class D felony is punishable by up to seven years in prison, and a class E felony carries a penalty of up to four years in prison.
According to the case’s probable-cause statement, a Crystal City Police officer was dispatched at about 11 p.m. May 11, 2024, to Kenner Street because of a suspicious vehicle. Salinas-Santiago was in the vehicle when the officer arrived.
The officer reported that Salinas-Santiago appeared to be intoxicated. The report also said there were several empty alcohol containers in the vehicle and a substance that appeared to be methamphetamine, the report said.
The officer asked Salinas-Santiago to get out of the vehicle, but Salinas-Santiago allegedly said “no” and drove away. Salinas-Santiago drove at least 25 mph over the posted speed limit and failed to use his turn signal as the officer pursued him, according to the report.
Salinas-Santiago did stop the vehicle in the 1000 block of Kenner Street. He then got out of the vehicle and ran away from the officer, the report said.
The officer used a stun gun to stop Salinas-Santiago and then arrested him. Salinas-Santiago allegedly registered a .132 percent blood-alcohol content, according to the report. In Missouri, .08 percent is the legal limit.
Court papers also said Salinas-Santiago was arrested on June 11, 2024, in Scott County for suspicion of DWI and resisting arrest.
The Scott County Prosecuting Attorney’s Office on June 12, 2024, charged Salinas-Santiago with persistent DWI, first-degree property damage and resisting arrest, all class E felonies. He also was charged with driving with a revoked license, a class D misdemeanor that is punishable by a fine of up to $500, court records show.
Salinas-Santiago was released after posting a $5,000 cash-only bond, but he failed to follow the courts order and a no-bond warrant was issued for his arrest, according to court documents.
