Disqualifications eliminate races in Arnold, Pevely, North Jefferson Ambulance

 

Several candidates across the county have been removed from the April 2 ballot for failing to pay taxes or municipal services fees by Jan. 15, the day filings for the election closed.

Two candidates who filed for seats on the Arnold City Council were disqualified, eliminating races in wards 1 and 3. A candidate for the Pevely Board of Aldermen also was disqualified, as well as a candidate for North Jefferson Ambulance District.

Shaun Missey, who filed for Arnold's Ward 1 council seat, is reported to be delinquent paying his personal property taxes, Arnold city clerk Diane Waller said. So, Jason Fulbright will run uncontested in that race.

In Ward 3, incumbent Phil Amato will be uncontested, after candidate Rodney D. Mullins was disqualified for reportedly having a delinquent bill with the city for sewer and stormwater services, Waller said.

In Pevely, J.R. Graham was disqualified from running for a Ward 2 seat for reportedly having unpaid personal property and real estate taxes, leaving that office uncontested, said city clerk Stephanie Haas.

North Jefferson Ambulance District disqualified Ron Woehrle from running for a seat on its board because he, too, allegedly had unpaid personal property taxes, Chief Jamie Guinn said. Now, there are two candidates for two seats in that district, eliminating a race.

After candidates file at individual municipalities and political entities, those entities must certify the candidates and send their names to the Jefferson County Clerk's Office, which has them printed on ballots.

According to state law, candidates must meet certain criteria, such as a minimum age and length of residency in the city or other jurisdiction. In addition, candidates must have all their state and county taxes paid, and candidates for city seats must also  have municipal bills paid by the last date of filings.

However, fire districts are excluded from the section of state law that requires that all taxes be paid, High Ridge Fire's attorney Frank Vatterott said.

That's why Woehrle was disqualified from running for a seat on the North Jefferson Ambulance board, but will be allowed to run for a seat on the High Ridge Fire Protection District Board of Directors, Chief Mike Arnhart said.

He said the fire district has requirements for minimum age and length of residency, but not one for being current on taxes and municipal fees.

Several others candidates withdrew their names before filings ended Jan. 15, leaving races uncontested or narrowing the field of candidates.

Arnold Ward 4 Councilman Ken Moss dropped out of the city's mayoral race. That leaves incumbent Ron Counts facing Ward 1 Councilwoman Doris Borgelt.

In Herculaneum, John LeBoube withdrew his name as a candidate for a Ward 2 seat, so incumbent Terry Thomas will face just one challenger, Norm Seithel.

Also, Linda Van de Riet decided against a run for one of two seats on the Northwest school board, leaving Gary Bonacker and Nancy Bergfeld, both incumbents, and Scott E. Reed in that race.
