A $1.39 operating levy increase for the Hillsboro R-3 School District has been rejected by voters.

According to complete, but unofficial results from the Jefferson County Election Authority, the increase, known as Proposition H, failed with 4,745 no votes (56.84 percent) to 3,603 yes votes (43.16 percent).

Superintendent Jon Isaacson said he is disappointed by the results but respects the community’s decision.

On Oct. 29, the Board of Education voted unanimously to approve two cost-saving measures related to district transportation and facility rental rates ahead of the election.

Because Prop H failed, the district will now no longer cover expenses for “athletic competitions, extracurricular activities, field trips, and other applicable school-sponsored activity trips,” effective Jan. 1, 2027.

Additionally, all district affiliated and local civic groups will now have to pay increased hourly rental rates to use any of the district’s 12 facilities, including the turf field and high school gyms.

Isaacson said on Oct. 29 the cost-saving measures are a “no-win” situation for the board and the community.

Isaacson also said he and the Board of Education will continue to make responsible decisions and balance the district’s budget.

“This election will determine the financial resources for the next chapter,” he said.

However, he said more cost-saving measures will likely be implemented in the coming months.

“Giving (required) raises to staff and making reductions will be a challenge,” Isaacson said.

Funds from Prop H would have supported operational improvements like the construction of a secure entrance at the high school, and for fine arts and athletic facilities improvements, officials said.

Discussion to place a levy increase on the ballot began in February after multiple residents suggested a higher tax levy was needed to make improvements at district facilities.

Isaacson said it was appropriate to put Proposition H on the November ballot to ensure the highest voter turnout.

Hillsboro’s current total tax levy is $3.4371 per $100 assessed valuation. The district has lowered its tax rates for six consecutive years.

Isaacson also said the school district currently operates with the lowest tax rate in Jefferson County.
