Former state Rep. David Broach announced Feb. 6 that he plans to run as a Republican candidate for the District 114 state representative seat.
Broach, a longtime Jefferson County resident and businessman, previously served in the Missouri House from 1993-1997.
Ken Waller was serving his second term as state representative for District 114 for eastern central Jefferson County when he died Aug. 26.
The vacancy will not be filled in a special election; the seat’s term expires Jan. 1, 2027.
A primary election will be held in August; a general election will be held in November. Candidate filing begins Feb. 24.
John J. Lee, a Festus-area insurance agent, also has announced his intent to run as a Republican for the seat.
Ann Moloney of Barnhart, who ran unsuccessfully against Waller as a Republican in 2022, has started a campaign.
Broach’s announcement
Broach, 73, a Hillsboro-area resident and a managing member of Fairfield-Broach LLC, describes himself as a Christian conservative.
“With the direction our state and nation are headed, it’s time to bring experienced, steady, conservative leadership back to Jefferson County,” Broach said. “I’ve served before when Republicans had to fight from the minority, and I’m ready to fight again for the values we share — faith, family, fiscal responsibility and protecting our freedoms.”
Broach said his campaign will focus on “strengthening families, defending constitutional rights, protecting parental authority, supporting law enforcement and promoting economic growth grounded in conservative fiscal principles.”
“I know how Jefferson City works – and I know how badly it needs leaders with backbone,” Broach said. “I’m running to fight for conservative principles, restore accountability and ensure the next generation inherits a Missouri full of opportunity — not excuses.”
He said his professional career spans more than five decades in land title, real estate and business management.
He said his career has given him firsthand knowledge of property rights, government regulation and the challenges faced by small businesses and working families.
Broach said he would like to address the area’s roads and generate good-paying jobs.
Broach said Waller was a dedicated public servant whose commitment to Jefferson County left a lasting impact.
“Our community lost a true leader,” he said. “I am committed to continuing the work he cared so deeply about and serving our district with integrity and purpose.”

Born in Indiana, Broach graduated from Thorntown High School in 1971 and earned an associate degree in land title from Vincennes University.
Broach began his career as a title examiner and worked his way into leadership roles including branch manager, vice president and business owner.
His career included positions with Lawyers Title Insurance Corporation and ownership of Rock Title Consulting and Old Title and Escrow.
Since 2021, he has been a managing member of Fairfield-Broach LLC.
Broach has been married to Carolyn since 1972. They have two children, six grandchildren and five great-grandchildren. He has called Jefferson County home since 1985.
He said he has been an active member of First Baptist Church of Arnold for 40 years where he served as a Sunday School teacher and was part of numerous ministries.
He received the Outstanding Service & Leadership Award from the Arnold Chamber of Commerce, served as an Arnold Rotarian and contributed to the Missouri Civil Air Patrol as an aviator instructor.
He served on the Jefferson County Mental Health Fund Board and the Rock Township Ambulance Board in the 1990s.
