Ann Moloney has won the race for the House District 114 seat, beating Jessie Shepherd.

Moloney will be sworn in to the two-year term in January.

According to complete, but unofficial results reported by the Jefferson County Clerk’s Office, Moloney won the race with 7,225 votes, or 58.06 percent of the total vote, to Shepherd’s 5,179 votes.

Moloney, 58, of Barnhart has a background working in marketing, sales, wealth management and financial planning.

“I feel good that we won it,” she said. “It really isn't about me so much, it's really about everybody that got behind me.”

House representatives are paid an annual salary of $41,770 and serve two-year terms.

Moloney said in her new position, she would like to put a pause on data centers in the Jefferson County area.

“I'd like to have a moratorium on data centers, especially for the city of Festus and in the Jefferson County area, because it's just going too fast, and people are really uncomfortable with it,” she said. “That’s what I’m hearing in my district in particular.”

She also said she wants to try and implement other actions like having a city government that cannot vote themselves back in after a recall petition is certified or having a bike riding path from Kimmswick to Festus to promote the support of small businesses.

Moloney will occupy the seat that was previously held by Ken Waller who died Aug. 23, 2025.

“I just truly believe that sometimes… things are a calling, sometimes you have the gifts that God has given you,” she said. “I raised eight children who are all serving in the United States military, I have a work ethic that is pretty substantial, and then I have a really good ability to connect with other people.”
